VIRTUAL UNIVERSITY MOVING AHEAD
The Western Governors' Association is hammering out details on its proposed
"Virtual University," and is expected to endorse the creation of a central
governing body and a system of local "franchises" for participating states
at its annual meeting this month. The group has hired the National Center
for Higher Education Management Systems to come up with a viable assessment
system, to ensure that students have mastered the subject matter of the
courses they take. The Center is also examining licensing and accrediting
laws in various states that will participate in the venture, to determine
how college credit can be awarded and transferred. In addition, the Western
Interstate Cooperative for Education Telecommunication has produced a
prototype of a "virtual catalogue," which will interview prospective
students on their interests and equipment availability, and then list the
courses or products that match their needs. (Chronicle of Higher Education

Surveys Present New Internet Use Findings

- The Georgia Institute of Technology found that worldwide
31.5% of WWW users are female, and in Europe the percentage of
female users rose to 45%. The average user, however, is still
a 33-year-old white male with an income of $59,000. Two-
thirds of the respondents would not pay an extra fee for Web
site data, and many refuse to provide personal information as
a condition for using a Web site. About 80% said that
retrieving information takes too much time.

- A Find/SVP study claims to standardize the definition of an
Internet user. In this study, a Net user is someone who uses
at least one "Internet application" in addition to e-mail.
The study found that 9.5 million US adults are users, and
corporate users represent 46% of this "true" Internet
community. They are the main group involved with FTP,
Usenet, and mail lists. Corporate access is generally
conducted from the workplace, and applications are job related.

E-MAIL WHILE DRIVING IS ON THE RISE
Computing and driving is on the rise in California, and the California
Highway Patrol warns the practice is potentially dangerous. "There's
nothing specifically in the vehicle code that says you can't compute while
driving," admits one officer, but with studies showing cell phone use
raising the chance of an accident by 34%, they're suggesting people leave
their laptops switched off while at the wheel. Still, some habits are hard
to break. "I do my Radio Mail at 80 mph," says Andrew Seybold, editor of an
industry publication. "I go from appointment to appointment catching up on
e-mail and phone calls while I drive. By the time I'm at my next
appointment, I'm caught up." (St. Petersburg Times 17 Jun 96 p14)

INTERNAUTS ANONYMOUS
The Canadian Medical Association Journal reports that "Internet addiction
disorder" (IAD) has entered the medical lexicon and quotes University of
Pittsburgh researcher Kimberly Young as saying IAD is as real as alcoholism.
Young describes the social problems that parallel other addictions,
including loss of control, cravings and withdrawal symptoms, social
isolation, marital discord, academic failure, excessive financial debt, and
job termination. (Toronto Globe & Mail 15 Jun 96 A1)

Netscape Users Top 38 Million

Netscape Communications Corp. claims a record 38 million users for
its Navigator client software -- the company has tracked the
number of users since it began shipping the product. That number
exceeds the users of Word, Excel, or 1-2-3, based on International
Data Corp. figures. For comparison, 21 million use Word and 30
million use Excel. The product's popularity may be the result of
many users downloading free copies. CEO Jim Barksdale, on the
other hand, attributes Navigator's popularity to its ability to
allow people to communicate and collaborate.

http://www.etc.bc.c a/lists/nuggets/EdTech_report.html

One of my recent projects has been to write an updated review of the
research literature related to technology and education. I had completed a
similar paper in 1991 and it was very interesting to explore changes and
similarities across the five year timespan. This review refers to over
thirty recent papers, and the bibliography section contains hotlinks to
those papers, when possible.

NET SKILLS NEEDED IN WORKPLACE NOW

This is the conclusion of The Los Angles Times (6/17/96), which
boldly states "people in all types of career categories need to know
how to use this tool in order to get ahead -- starting now." Even
amid a sea of net hype, this conclusion stands out. Most
mainstream media outlets are hedging their bets by stressing the
newness and uncertainly of this new media, but The Times has
seen the future and it is wired.

PEER REVIEW AND THE INTERNET
Scientists attending a conference in Denmark sponsored by the Organization
for Economic Cooperation and Development (OECD) were almost unanimous in
dismissing electronic challenges to the tradition of peer review for
scientific publications, although there was also wide agreement about the
benefits of the Internet for the exchange of scientific information (through
the speeding up of peer review and the developing use of the Internet for
distribution of "preprints" that allow "open peer commentary"). (The
Economist 22 Jun 96)

NET OFFERS POWER TO THE INTELLIGENTSIA
In an interview with Jeff Ubois, CyberCash founder Dan Lynch predicted that
the Net will change the power structure in the third world: "There will be
a lot of quick winners in the developing countries and a rise to power by a
new class of people. Most of these will come from the academic community;
that is the natural way this technology gets disseminated, and it may be a
one-time opportunity for the intelligentsia to be in power. Some will flub
it, but some won't. It is a power shift." (Internet World Jul 96 p75)
